Actually, we can't be too sure that she was talking about refractor.
Hence the word, "New Energy" She was experimenting on Cyber Elves.
Besides, energy crystals existed already in the MMZ series. Remember the energy crisis, most of their machinery are powered by energy crystals.
Therefore, refractors may have been the energy crystals and not part of Ciel's research.
But hey, I could be wrong. To be exact, I'm probably wrong.

She is human not a robot/carbon/or any other artificially created lifeform.
Did she create the system?
I don't think so. I think she invented refractors but not the master system.
Maybe Master was related to he some how. But who knows. They need to make a MegaMan Legends Prequel. That is based on the creation of the master system.

Based on what I'ver heard, they're planning on tying in the Zero series and Legends series. Refractors are probably the best tie-in material. Also, I think I mentioned something like this in the Speculation Central topic.
Anywho, in MMZ2, Ciel's research is almost finished. But then something happens halfway through MMZ2 (MMBV isn't quite there yet, so I won't spoil it), that causes an abrupt stop on Ciel's research. So maybe in MMZ3, Ciel will have finished her research, and maybe we'll know whether or not if she created the refractors.

guys i think ciel created the refractors which is an enhancement of energy cristals but at the same time were a new source of energy

You think so? We know by Z3 that she succesfully created the "Ciel System" but that only provided power for the resistance base only. She never got the chance to test it out in Neo Arcadia with Dr. Weil returning and all that. Funny enough, I remember seeing a concept art where Ciel (it's probably her, though without the headgear and after exchanging her pink skirt with another pink dress) looking up at a working windmill, surrounded by a bunch of reploids and humans. I'm assuming that scene takes place after Z4. (though I'm keeping my fingers crossed that they don't make a Z5. ) Spoiler: I guess with Neo Arcadia destroyed, Area Zero's going to be the new Capital of the world or something.

This is the official timeline, released by Capcom themselves: Megaman (original series), Megaman X, Megaman Zero, Megaman ZX, Megaman Legends (The Battle Network series takes place in an alternate timeline, and is the only one in it's timeline)
