It's none of them. Mega man is a Carbon, an artifacial human. The last human was the Master. It is kind of explained in MML2 unless you haven't played that game yet.

*BIG-TIME SPOILERS! If you don't want the second MML ruined for you, DO NOT READ!!!*
From what I gathered in MML2 (and pieced together with bits and pieces of MML storyline), MegaMan Trigger aka MegaMan Volnutt is neither Carbon nor human. He is an android with a cybertronic brain, just as Sera and Yuna are. Thus, he has human characteristics and thinking capabilities (and the ability to change clothes, as was obvious in MML2's opening cutscene), but is definitely NOT a genuine human. Thus, technically, Trigger is a robot - but a uniquely humanoid robot.

yet another reason I have to finish playing it... to VOTE. edit of today (having beaten MML2 at a fail time) : definitely half robot/human.

Hmm.. Megaman is a Master System Unit, a Purifier.. so of course his body would fit enough to the task.
I think that Trigegr had more robotic caracteristics BEFORE he got nearly-dead (see MML2). IS a fact that we see the flashbacks by his eyes. So we don't know how he looked like.
I like to admit that he was some sort of evolution of Humanoids (as in MMZX). Organic parts combined with mechanical.
