Since Mega Man Legends is such an underrated game; and we all know how wonderful it really is; I thought it might be a good idea to promote some of the other underrated, obscure games you might happen to know and love.
I can think of three off the top of my head that really deserved more love.
Tomba!/Tomba! 2
An entertaining 2d/2.5d adventure game that has you, as a pink-haired jungle boy, exploring a fantasy world and fighting a variety of enemies - but mostly evil pigs. It has a bizarre plot and walks a fine line between childish and fun for all ages; but I love the series nonetheless. It's a fun duo of games that I spent many happy hours playing and replaying.

Jade Cocoon
A 3d RPG with a deep, mature plot that could be seen as Pokemon for adults. The world of Jade Cocoon is covered by a dense forest populated by bizarre, mostly insect-like demons that can be slain... or captured, combined, and used to do your bidding. When a mysterious illness befalls your village, you are sent out into the forest to find the cure... and then discover a much darker threat lurking just out of sight.

- Just a note, while JC is a wonderful game, stay far; FAR away from the failure of a sequel, Jade Cocoon 2, for the PS2.
Final Fantasy Crystal Chronicles: The Crystal Bearers
You're probably wondering how a "FINAL FANTASY" title could possibly be on a list of underrated titles. This one most definitely is. It's gotten horrible reviews from incredibly inept and biased reviewers the world over; and any decent, honest review seems to be hidden or squashed shortly after it pops up. FFCC:TCB makes use of an innovative combat system - you telekinetically pick up enemies, people, swords, guns, barrels, rocks, or anything else that happens to be in your way; and hurl them at whatever you want to break. Certain enemies fire projectiles whilst in your telekinetic grip, while others can simply be tossed. It has a somewhat slow start, which, in today's world where most self-proclaimed gaming experts have the attention span of a gnat, is a death sentence. Once you've gotten past the slow start; you'll find a deep and fun game. The story, while somewhat cliche, is better than a lot of other FF titles'; and the game has a lot of extra content in the form of side quests and exploration. You have to be ready and willing to break away from the main story to wander around and just enjoy the game, if you really want to get the best experience. The main character is a refreshing change from the usual brooding, emo protagonist; and the main villain is really, really hateworthy. I've heard a lot of people say this game gives them a MML-esque vibe; and though I don't really feel it myself; I can understand why they'd say so. There's really no end to the praise I could spout for the game, but it'd be so much easier to go play it and see for yourself.
